I think the idea behind that panel is that in the New Frontier continuity, the second Black Canary would be roughly the same age as the Titans, being born in '52 or so at the earliest and therefore in her teens in the mid to late 1960s.

So this would be a Titans set in the New Frontier continuity, not present? That would mean the Kara who met the Legion? I guess the new Kara has too but I'm thinking old school.

I certainly wasn't thinking about in terms of present continuity.
I guess I was just thinking that it's an interesting choice to show BC there with the rest as part of the "teen" super-heroes, and it got me started thinking how cool it might be to actually have her as a Teen Titan.
