I was actually wondering about the guy behind Saturn Girl (I said it was blurry. Thanks for the link to a better pic) I am guessing that must be Chemical Kid now. As far as the one near Kinetix, I can't say as I recognize her. Although since I don't recall Ayla ever looking like that, she may a Generic Heroine. That looks vaguely like a Super crest but otherwise, do any Legionnaires have facial markings?

The one near Kinetix is one of those Superman descendant characters we saw in the Bendisboot, in the issues with Lor-Zod.

Justice League Dark Tomorrow Special 1 one cover has the evil legion and 1 character sort of looks like Gazelle Giselle Smith (beside jazmin cullen). New History of the DC Universe #2 CoverThe original Silver Age Legion looks to be official canon again. The Legion characters seem to dominate the top of the cover. Even a few of the more obscure Legion characters in there. I see Kid Psycho.

The Scott Koblish covers are following comics publication history rather than in continuity history. For example, Scott Koblish puts Superman and Batman in the golden age section. Solicits say Superman and Batman start in the silver age similar to the old History Of The DC Universe by Marv Wolfman and George Perez. That much of the silver age and bronze age Superboy And The Legion Of Super-Heroes is official canon again can be found inside Summer Of Superman Special 1. The Scott Koblish cover includes non members Dynamo Boy (silver age), Command Kid (silver age), and Laurel Kent (bronze age)(in her original costume by Mike Grell). For my own head canon, I have Laurel Kent as a daughter of Lois and Clark, similar to Cir El.

The covers also added a few of the "new" Golden Age characters to the covers, the kids from Geoff Johns' recent JSA run that were freed and retconned into continuity. I see three of them below Hal Jordan: the original Mister Terrific's sidekick, and the two America-themed girls (one has a magic water pitcher).
So its not entirely publication history.

Yeah, it's roughly chronological by publication history, but there are plenty of exceptions, such as Speedy appearing with the Teen Titans (but not Robin!) and what I'm pretty sure is Dr. Fate villain Mr. Who appearing with smack dab in the middle of the early SA folks.
I would expect to see later incarnations of the Legion on subsequent covers, though.
