--is not generally considered heroic
--started out as the enemy of a particular super-hero, though has branched out.
--has never joined a super-hero team
--has worked with other super-villains, but not as a part of a named super-villain team.
--is not female
--debuted prior to COIE
--debuted prior to the first appearance of Barry Allen
--is not originally from Earth-One, but rather is originally from Earth-Two
--usually appears in stories set in the present relative to when they are published, though this is not true of arguably their most famous story (which is not set in the future relative to when it is published)
--is neither Solomon Grundy nor the Ultra-Humanite nor Wotan.

Ian Karkull?

My character is Ian Karkull, who begins as a human scientist/archeologist who learns the dark arts in the lost Saharan city of Ragnor, builds a machine to turn people into shadows, and is himself permanently trapped in shadow form when Dr. Fate destroys his machine. He later teams up with Wotan.

Probably most famous due to his appearance in All-Star Squadron, where he sends a number of super-villains to assassinate future presidents of the United States and is apparently destroyed at the end, bathing the assembled JSAers and supporting cast in time-energy in one of DC's several attempts to explain are still active despite having been around since WW2.
