You’ve got half of it. It isn’t enough to have the costume and gear of a Rogue to be a Rogue, you have to be approved by the rest. The other stipulation comes from being a legacy character. What issue might a legacy character experience that an character with an original identity wouldn’t?

In this sense, I’m meaning a legacy character to be one that takes up the same name as a previous character, so no. If a previous character used the same name, are there any conflicts that might come up? What rule makes it certain those conflicts can’t happen? Think about the Flash. There have been multiple characters using the name and have had to address the same conflict I’m referring to above.
