yes, but I will already say that most folks wouldn't associate this character with the League. And this character's League membership is probably arguable

it was Gar Logan!
the "arguably a JL member" bit is because, when I searched, it seems that Gar is a member in the new JL Unlimited book... and he was also in one of those "Justice Leagues" a while back (when the Justice League forgot there was a Justice League America, but remembered Justice League A, and each formed their own League... and yeah...)
