My memory cell tells me that it might later have been considered to be a nutrient tank for him.
I'm reading the original run. Considering the roles a lot of female characters had back then, it's refreshing to see Rita Farr being so integral to the adventures. There is one, where the Chief tries to get her out of the way. She ends up saving them, and tells the Chief that she'll shave off his beard if he ever tries it again.

I only knew this because the Archaeologist (a member of this board) started a silver age Doom Patrol retrospective not too long ago.

stile is correct, it was Pete Ross! Ross was, at the time, a Senator, so it made plenty of sense that he would run for president.
