Good question.

I think that we usually use "powers beyond a normal human being" to mean intrinsic powers not dependent on a device, so that a lantern ring user would not count as having powers? At least that's the way I interpret it. Though there may be some tricky cases, like Hourman.

Anyway, my character does not use a Lantern ring.

My character:

--is a human being from Earth, and from the current Prime Earth.
--is white/caucasion.
--is male.
--does not possess powers beyond those of a normal human being.
--wears a super-hero/villain-type costume
--uses weapons/gadgets, but not an H-Dial or a lantern ring.
--has never worked for a government agency.
--has never headlined his own comic.
--has been a member of a team, specifically a hero team that is neither the Outsiders nor the Justice League nor any version of the Titans nor the Legion of Super-Heroes, and has never been a member of a villain team.
--would probably not generally be considered heroic.
--has been classified as a villain, though this might not be accurate.
--is not known to have ever used lethal force.
--is not associated with a particular super-hero, and not with Amanda Waller.
--did not debut prior to COIE, nor prior to Zero Hour, nor prior to Flashpoint, nor prior to Rebirth, and did not appear in Future State.
--has made a significant percentage of his appearances set at a time other than the present relative to when his comics were published, but also appears in stories set in the present, such that the expectation is that a comic featuring him would be set in the present.
--has made appearances set in the future, and in fact debuted in a story set in the future.
--is neither immortal nor possesses ane extended lifespan, and, while he has time-traveled, generally the reason for his making appearances in different time periods does not involve time travel.

Does the character use an item that grants him super powers?

Yes, in the sense that it allows him to perform superhuman feats. So it's more like Hawkman's wings than Hawkman's mace.

Is the character the Harlequin's Son?

My character is indeed Michael Mayne, the Harlequin's Son, star of his own thread here Legion World!

First seen as part of the "mostly villains" JSA lineup in the future from which the Huntress comes, this version briefly travels back in time during the final battle with Per Degaton. Then the present day version is introduced and forcibly recruited into the JSA as part of the Huntress's "villain reform" program, though he's really more of a vigilante/anti-hero than a villain proper. And, of course, he wears a suit based on the same technology that used to be in his mother's glasses which grants him the power of illusion!

I kept feeling like people should go for figuring out the team, but the questions went in a bunch of other directions.
