It is Composite Superman!
Surpisingly for his fame/infamy he only made two appearances, although the alien that egged him on the second time made one further appearance somewhat duplicating his powers. Joe Meach died in his second appearance heroically sacrificing himself to save Superman and Batman. There have been other versions using the same or similar titles including the two Legion related ones but only the two appearances pre-crisis of the original.
