If it weren't for not appearing in self-titled book, Swamp Thing would be perfect. A member of the Parilament of Trees which is definitely not an adventuring team, Organic but not human or real animal. Can't think of anyone else that matches all this.

My character is a member of an organization that at the very least was founded by a government. I do not know how much direct control that government exercises over it.
