Some sort of anti-gravity tech? Bizarro Legion was the first appearance of the flight ring but a later story described their origin. That seems to me to be the logical answer.
Other than that, since jet packs preceded the flight rings, some kind of miniaturization technology? Definitely not miniaturisation. Anti-vibration tech? to stop Vibrex from messing with the rings? Ibby has the right story, and yes the flight rings were designed by Brainiac 5 to be impervious to Vibrex power as opposed to the anti-gravity belts. But you are missing the big picture. What was the theoretical space technology portrayed in that story?

I remember the Vibrex story being a throwback/flashback type one. I've only read it once though, so can't remember most of the details. other than that, Vibrex's powers could mess up the flight belts, and the flight rings were immune to his power.

Yes GL has it! Vibrex was attempting to sabotage Earth's space elevator.
The concept - build a really long cable/tower out past geosynchronous orbit (35K kms, 22K miles) such that the tower rotates with the Earth. Then getting anything out to orbit only costs electrical energy to raise it up your structure, and you can generate electricity by bringing things down the same way. Space through electricity.
The biggest problem is that the cable is in huge tension and nothing we have comes close to meeting the requirements. Well that and the problem of building something tens of thousands of kilometres long, getting it in place, and making sure it is indestructible. If there is an industrial accident or sabotage blowing off the orbiting end but leaving the Earth based end still attached the cable would whip down like a multi-thousand ton meteor through the atmosphere at supersonic speeds and wrap several times around the equator.
Nevertheless the immense benefits have made it a frequent scientific study, and a common science fiction concept. The story appears in LSH v2 #267.

Ha! Chaim's mention of centrifugal force made me think of the theoretical physics of the elevator, which would require some kind of gravitational mass tethered to the space end, like an asteroid or something. And then, of course, I said, "Hey, I used this in my own Legion story! I'm so dumb!" I barely remember this story and I don't remember the beanstalk aspect of it at all, though! Okay new question - where did Lyle stay when he needed to lay low for a few days?

Great question GL, and lots of possible stories pop to mind depending on the era. The ones suggested popped in to my mind as well. Beyond that ... hmm ... I remember Reboot Lyle had a number of government contacts from his work with Earthgov. Did he bunk out with one of them?

You're remembering the right thing...but he did something specific to make breathing through those air holes less than pleasant. Just providing air holes is a good thing, not nasty.
