EDE has it, it is Adrian Chase a.k.a., the Vigilante, associated with the Titans since before ever assuming a costumed identity, and uncle of later Titan Danny Chase!

I don't know why that was so hard, but I was struggling to come up with someone who even remotely matched the answers. The number of characters who have had their own book but have never been a part of a team must be really small, and I kept trying to think of someone linked to a later Titan.

I had no idea Adrian and Danny were related!

I'd forgotten about it, and didn't remember exactly how they were related.
