--does not have powers beyond those of a normal human being
--is generally considered heroic
--wears a costume
--debuted prior to COIE
--is neither from the Earth-2 nor Earth-X universes
--debuted during the Golden Age
--has appeared within the last decade
--is not known or believed to be deceased in the present day
--was presumably a member of the All-Star Squadron, though this has never been explicitly stated, as far as I know.
--has never been a foe of the JSA.

Oh, I was thinking it was Yellowjacket as well.
Was your character based on what would becoem Earth-4, where the Charlton folks are from.
