Actually yes. At least 2 main figures and a couple of minor easily forgotten figures even just restricting to the main universe.

My character:
- debuted before COIE
- identifies as being male
- is a human being from Earth
- is originally from the Earth-1 universe
- has powers beyond those of a normal human being which derive from devices or artefacts as the source of their powers
- is generally not heroic in nature but has been depicted that way - depends on the version (pre-Crisis, Post Crisis, New 52 etc)
- uses a code name which has been used by at least two people
- has worn a superhero-y / super-villain-y type costume but usually not
- is not a doctor of some sort
- has never had a self-titled comic book
- has committed villainy as part of a team but is usually seen alone - at least in my recollection
- has never (to my recollection) been mentioned to have an extended lifespan
- is a notable foe of a specific member of the Justice League, not the team as a whole, one of the first 7 League members but not the Flash, Batman, Green Lantern, Wonder Woman.
- can sometimes fly unaided but sometimes not
- does not have some degree of telepathic ability
- is not the Tattooed Man

Chaim has it! It is indeed Metallo.

In the New52 he was a decorated war hero, although a bit arrogant, and was changed in service to his country, so heroic but still ended up villainous. Sometimes his bodies have been flight capable but generally not. Pre-Crisis after John Corbin's death his brother was converted and became the new Metallo making about a dozen appearances. The other question that might have helped after discovering he was a human being was whether he appeared as a normal human. That seemed to lead people away a bit. He may only be a brain in a robotic body but that still makes him a human being in my book. I enjoyed his confrontation with Robotman in Post-Crisis which highlighted their similarities and their differences.
