I believe that my character did sometimes, though not always, have the power to teleport. My character does not necessarily transform into another being when using his powers, but he definitely experiences some form of physical change.

Adult male caucasiam human being from the USA, on Earth. Debuted after Crisis on Infinite Earths and Zero Hour, but prior to Flashpoint. Has powers beyond those of an ordinary human being. Generally considered heroic. Associated with a particular team which is not the Justice League, Titans, Outsiders or Doom Patrol, but not frequently. According to Wikipedia, he was granted probationary membership in the Justice League but as far as I know, his membership was never again referenced. Does not typically use a codename himself, but tends to be referred to one by others, and by the comic book creators. Does not typically wear a super-hero-type costume Has appeared in his own self-titled comic book. Does not use magic. Does not use a signature weapon. Not a legacy hero of some sort. No other family member who is a super-hero. Does not work for a government. Not associated with a particular other super-hero (aside from the team referenced above). Has an arch-nemesis, or a linked set thereof. An accident is responsible for his gaining his powers, but he did not actually gain them in the accident. Not Hitman. Did not debut during a DC Crossover event. Sometimes, but not always, able to fly unaided. Usually, but not always, has the appearance of an ordinary human being. Sometimes, but not always, has the power to teleport (I'm pretty certain). Does your character use a H-Dial? (I know you already said no to a weapon but I don't think I'd consider the H-Dials weapons in and of themselves)

If you mean time-travel, I will say that I am unaware of it. But he has been seen to operate, in his own present, in at least one time period that is not the same as the publication time of the issue.
