My character does not work for a government. My character is not associated with the Outsiders. My character is not associated with the Doom Patrol.
I don't usually give hints, but I would not recommend focusing on the "team" thing. His membership of the team in question was tenuous and for just one story, and the team itself is pretty obscure.

My character is not associated with a particular not-himself super-hero. My character does have an arch-nemesis, or a linked set thereof. An accident is responsible for my character gaining his powers, but I would not say he gained them IN the accident.

To amend a prior answer, according to Wikipedia, my character was granted some sort of probationary membership in the Justice League. I'm guessing that this happened after a team-up in his own title and was never again seen as a member of the JL, but I don't want my "not the Justice League" answer to possibly throw anyone off the track.
