I vaguely remember having a Justice League team idea ages ago where Blue Jay was one of the core members...honestly, put a character with crappy powers in front of me and it's like catnip to a cat

I don't know if this is the answer you're going for, but Supergirl was rejected from the Legion when red kryptonite aged her temporarily, and she was on the Justice League at one point!

Blue Jay is the character I was thinking of. Good idea about Supergirl. I hadn't considered that.

During the Armageddon story line Waverider probes the potential future of the various members of JLE and finds them all scattered through time. Blue Jay appears during a Legion tryout and the Legion is very enthusiastic at first thinking he has the power of teleportation. When he reveals that his actual power is to shrink and grow wings they reject him and give him as a consolation prize a flying belt which he wonders what the heck he is going to do with. Ultimately Waverider determines the cause of the time-displacement and uses his knowledge to forestall the event so it never happens.

What is remarkable about Legion reject Graffiti King?

I forgot about Blue Jay joining the Subs! Now I remember that scene from outside their cave where we hear them start their meeting, then silence, then Blue Jay asking what happens now, and someone else saying "What do you mean?".

Hmm. Graffiti King. I think he was from the first Reboot tryout? Or was that SW6? Remarkable? I can't remember if his powers were natural or technological, but that wouldn't be remarkable for tryouts.
How about that the only graffiti we saw was on his own costume?
