Ah, that was the "Zap goes the Legion" story. It's interesting to see how ethics change over time. Try to tell a story these days that involves "reforming" a criminal by using a machine to permanently change their mind and it would be seen as a horrific attack on individual free will. Yet the Silver Age had quite a number of these as just and righteous actions.
In a similar vein which major character in FYL was reformed and what was the "turning point" for them?

Close enough. Yes it was Mekt and from one of the text pages at the end of LSH v4 #3 "the turning point was when I realised the people I was trying the hardest to hurt were the people who loved me the most."
