No I'm afraid not. Keep in mind my hint that this is a classic story and Cham wasn't the only one wearing a plastic face mask.
(On reflection I can see you taking this to fit because Gim was also in disguise, but not what I am thinking of.)

alas my memory of the story itself is quite hazy...

but was it because of the environment? I'm thinking it was a mission to a toxic world or something

Hint: There were five legionnaires including Cham in the story (well six but five in the important panel) and they all wore full head masks for a sting to capture the villain (and to try to trick the reader).

Cham wore a mask to disguise himself as another Legionnaire. The others also disguised themselves as other Legionniares. All part of a plan to use powers not expected by the villain.

Not during the Universo Project. Everyone is honing in on the right character but have to look earlier in his career.

That time when Universo...

Noticed that the Leigon were all wearing old people's masks, to make Universo fit in more after the villain declared he was to become a member.
Went nuts after seeing endless Ronds, which turned out to be the Legion all wearing masks in the classic Crisis on Infinite Ronds.
Faced off against Earth-2's The Monocle in the Infinite Eye Piece Special, wher ethe legion were all referees in masks.

If it's earlier than the taking over of Earth, is it something to do with the one where Rond turns against him? The Legion are all thought to be dead, but turn up wearing masks (memory cell hazy)

oh snap, I remember now, it was when Universo sent 5 Legionnaires through time.... Rond Vidar rescued them... and they surprised him at some UP Council meeting, disguised as the Councilors!

Bingo. Spot on. In his very first appearance (Adventure Comics #349) Universo first attempted to join the Legion and then sent 5 of them to their doom in the past. Then when he attempts to take over the five members of the UP council, they all whip off their masks to show themselves to be the legionnaires, safe and returned thanks to Rond and his Time Cube. Cham had used his powers in his time adventure but when it came to impersonating a UP Council member he just used costume and a full head mask like the others. For solidarity? Who knows.

This was close but for the exactness of the answer I award it to Ibby. Take it away.

Was it that they didn't really tell her what was going to happen when she entered the cave and her ancestor's "presence"? (Trying to remember Umbra's backstory and feel like she didn't exactly volunteer to become her planet's defender.)

yes! close enough, it's the first part of the answer.

Tasmia had already been a pain in the butt, just a bit earlier the United Planets had made contact. Tasmia had begun criticizing tribe chiefs for trading offworld, saying it would dilute their local cultures. The chiefs were offended, and the priests told Tasmia it was not her place to dictate this kind of policy -- her role as champion was defense.

It came to a head when a UP ship landed, and Tasmia attacked them - mistaking them for imperialist invaders.

She was knocked out, and (according to her) the priests kept her sedated while Talok VIII joined the UP... and they dismissed her as champion (feeling they didn't need her, plus the UP would fulfill their defense needs). they sent her out into the UP, and she came to join the Legion...

thoth was correct in that it ended with Tasmia offworld, but stile got (part of) the reason.

I had forgotten that back story, just remembering how Umbra was rebellious, a bit uppity, and not happy with people from her planet. Thanks for the retelling. (Must reread Reboot!)
