Nope - so for clarification, there was a time when the Legion HQ had a "Hall of Heroes" that included non-dead Legionnaires.

Would this be that Controller Sun-Eater factory planet? Would the two considered responsible have been Element Lad and Ultra Boy, Element Lad transforming a rock into some sort of reactive material, and Ultra Boy throwing it at the planet?

Because this is the correct answer. The Legionnaires felt they *had* to clow it up to prevent The Controller simply rebuilding further weapons of galactic destrucion. This team up showing just how devestating the Legion could be.

Agreed. No evacuation of lif forms (I'm fairly sure Ultra Boy took a peek to check), so no worrying aobut saving them or rehoming them.
