EDE is correct...he made his hair invulnerable in a very Superboy-like way...and therein lies the key to the answer.

Gaseous Lad has it (though, it was Mon-El who actually did the deed)!

Clever little Mxy thought he'd play with Superboy and Mon by turning his hair to steel - as in, the Boy of Steel - Mon-El realized that he'd turned it to actual steel, and used his heat vision to melt off a lock of it for use in the magic spell they needed.

Nope, athough hers was the first Shanghalla burial depicted, there's at least one earlier burial of a character who appeared, live and in-person, in a Legion story, revealed among the monuments that were already there on that occasion.
