Definitely more Legion vs. Villain, and less Legion vs. intolerant nasty humans of Earth. That card's played out, IMO, and by playing it again right after the Threeboot (where it was young Legionnaires against Earthgov adult authorities, still Protagonist Against Society), it felt like yet another crappy retcon.

I think the Starfinger of the Baxter run was pretty fleshed out. His story lasted long enough. Horrid outfit, but he seemed like a capable threat if handled correctly.
I'd be more interested in knowing what was up with that pocket dimension inside his ring and the two energy-weilding supervillainesses that would pop out of it.
If it weren't set in the 30th century, and the two women weren't wearing space spandex, my first inclination would be to flash back to the story of Aladdin, and genies in rings.
