Like Set, I'm not so sure how it would hold up because it's been so long since I read it, but I definitely enjoyed the series when it was being published.
This includes, contrary to the others, the issues after Gillis and Anderson departed. James Hudnall was the new writer and he handled the title very competently. Less consistent was the art which lacked the flair, consistency and realism of Brent Anderson's stellar run. The characters looked more boring and generic, for sure. Toward the latter part of Hudnall's run, Mark Bagley took over in some of his earliest work for Marvel. Bagley's art took a loooong time to grow on me (not 'til Ultimate Spider-man, really), and his art on the last few issues and the limited series follow-up Electric Undertow didn't do much for me either.
But definitely don't discount the issues after #20 (thru 31 when the series ended and Undertow). There's some very competent writing still and a competent handling of the concept, even if the art doesn't exactly melt your brain with awesomeness.
