I went here for ideas;
http://en.wikipedia.org/wiki/Chemical_reaction 6. Effectively disintegrate anything, by causing it to revert to it's base components.
7. Cause things to burst into flames, or cause things to refuse to burn (or conduct electricity, or be transparent, or rust, etc).
8. Change one element into another (unlike Element Lad, he'd probably be limited to close changes, turning Oxygen into Nitrogen and suffocating people, or Flourine, and outright butchering them!).
http://www.chemicalelements.com/ will give you an idea of what elements are 'next to' other elements for ease of one-step-transmutation
9. Make items (or the air!) acidic or base, corroding everything around them. Using this on a complicated machine, such as a blaster, could make the gun burn the hand of it's holder, and then explode when dropped, as the power-cells casing dissolves!
10. Power-cells in the 30th century will no longer be chemical, but he could still dissolve the casings and cause catastrophic power release. He could also generate chemical energy, assuming a system present to make use of said energy.
11. The human (and presumably most alien) body has thousands of chemical reactions. He could speed up nerve/axon fire to give someone bursts of faster-than-normal reaction speed (wave his hand and put someone 'in the zone' for a brief time), or oxygen transport efficiency to give them bursts of strength, or breakdown of fatigue toxins to give them unending stamina (which could have practical, as well as bedroom, applications). *Decreasing* these functions he could cause people to shut down violently. On example would be causing someone to suffocate as the oxygen in their blood refused to process, and no life support / transsuit / whatever would help! He could cause foods or acids in your stomach from processing, causing someone to starve on a full stomach. He could improve the acids in your stomach until their burn their way out of you (or not, 'cause that would be icky) or improve both acids *and* stomach lining acid resistance, so that you can digest and gain nutrition from foods you normally couldn't process, in a survival situation (and also consume unsafe food, as the poisons or diseases are destroyed either directly by Condo 'purifying' it, or by the uber-efficient chemical digestion going on). Causing the chemicals in nerves to degrade could paralyze someone. Causing fatigue toxins to suddenly appear and multiply could exhaust them and cause a collapse. Messing with brain chemistry could cause mood swings, hallucinations, deja vu, improve memory and recall, make people alert, help them ignore pain, give them amnesia, etc, etc. He could make someone stop bleeding, help them fight off infection or just plain cause them to drop dead on the spot as their blood all clots at once. And he could make them horny, or not. Human pheremones may or may not exist, but he can duplicate the effects of any drug he wants, from Ruhypnol to Viagra.
The question becomes, what *can't* Condo do? Afflotoxis, the paralysis of power, in this case, of having *too much power,* and getting distracted trying to think of the most effective way to use it!
