Onthir(sp?) who turned out to be a member of the Dark Circle.
The Tsauarons (Ontiir's race) and the Zyzananians are the two major Reptillian races in Legion lore that come to mind, though neither looks particularly like any of the "attackers" we've seen.
I don't think anyone is pulling Lemnos's strings. But if he's starting a war, there has to be two sides. Terror Firma are only the instigators. Who are the combatants?
The gang with Lemnos, in Otherspace, was a mix of humanoids and "alien" beings - but none of the reptilian warriors we've seen in Nura's vision (#2), the cover of #5 (Jo fighting the reptile) or the invasion of Orando.
Maybe a coalition of reptilian races? Either driven by their reptilian mind, a need to expand territory/gain resources or just plain continual war-mentality cussedness. My money would be on a new race/planet of origin as opposed to one pre-existing in Legion history.
We haven't heard anything from the Khunds, have we? Dominators and Gil'dishpan have been mentioned. I wouldn't be surprised to see Khunds mixed up in this, but doubt that they will have been re-imagined as reptiles.
In #8, Lon Norg refers to them as "an alien invasion... the aliens destroyed planet Orando", so it's possible that they're from outside the galaxy - or some other dimension. Even if a known race/planet weren't part of the U.P., would they be called aliens?
They were a solid villain team. They were merciless but not without sympathy. They grew up on penal colonies, from Elyison's dialogue, some of them were doing hard labor while most of our heroes seem to have had comfortable upbringings. Bendis has said that he has been looking at the Threeboot when shaping the newest version of the Legion, so I hope some of these names/characters are revived. On the surface, his version of the Legion seems more varied in terms of social status and if part of the Legion becomes outlaws they will be in a similar situation to the Threeboot Legion/Terror Firma.

I wouldn't mind seeing some of Terror Firma get folded into whatever passes for a Legion of Super-Villains, in future. (Heck, Black Mace, Grimbor, the League of Super-Assassins and even the Fatal Five were all in the last group mix!) Elysion is really the only one who got any serious play, so I'd want to A) keep him, 'cause he was delightfully evil and over-the-top and hate-able, and B) give some characterization to the others, like Zepha and Kindra (IIRC, it's been so long...), particularly those like 'water-guy' and Zepha, who have powers not traditionally associated with Legionnaires (as opposed to Kinda, who is just a retread of Sun Boy / Sun Emperor / Beauty Blaze / Flare / Inferno.
That said, it's always fun to play against type, and since many fire-users are 'hotheads' or extremely energetic or passionate individuals, it could be a fun twist for Kindra to be super-chill and laid-back, and not at all the usual pyromaniac / temper-case.

Elysion has my favorite super-power so I wouldn't mind if they created a good character (with another cool Greek name) with his power set. It could be a situation similar to when Long Shadow (Apache Chief homage) joined the JLU to fight Giganta.
