If we had to bring together the Titans and the Legion, what other semi-legititmate excuse could we use?
Usually the Legion goes back to the 20th/21st century - bringing the 21st century characters forward is a bit more challenging.
For the instant fix, we' ve had Darkseid and the Time Trapper pluck people out of time. We've had the Legion go back and get people - Superboy & Supergirl, among others. (I didn't read Universe Ablaze & don't know who went where.)
If you're not in a rush, you can just wait for time to pass: Lar Gand sat out 1000 years in a phantom zone, Mordru passed the time buried and Ra's al Ghul just lived a long time ...

There's always the Cosmic Treadmill. With Jenni and Bart both surely they could get it cranked up. I like the old school methods best.

No, see, you get a thousand monkeys to sit at a typewriter, smoking cigars, drinking tequila, and watching morphed donnie and marie make-out movies typing up the scenerio. Once you have it, you drink a gallon of my families' homemade bbq sauce, light up a big fat doobie, touch the ember to the gas relief valve, and sit back for the ride of your life, which should last about 15 seconds either way.

the drug ketamine (special K) affects your relationship to time, so the Titans could have used that!
OR used an Atlantean spell from Tempest
OR borrowed a quasi-magic-technological device from Paradise Island/Mt. Olympus
OR been pushed forward by the Time Lord or T.O. Morrow or a weird time-jumping dimension found inside Raven

I always imagined a meeting of the pre Crisis Legion and Titans, so naturally, Superboy would just stop by the 1970's or 80's and wrap the Titans up in his cape and deliver them to the Legion's time. Then there'd be a HUGE battle between the 30th century version of the Titan's worst foe and the heroes. It would take 5 issues to tell the tale, written by Paul Levitz and drawn by George Perez!
