Nylor Truggs, a 30th Century criminal, stole the H-Dial from a museum and went back in time to ally himself with 20th Century criminal, Lex Luthor. Six members of the Legion of Super-Heroes (Star Boy, Colossal Boy, Brainiac 5, Element Lad, Chameleon Boy and Wildfire) joined Superboy to stop him.
Real name: Nylor Truggs
Alias: Cyclone, High-Roller, Landslide, Smasher
First appearance: Superboy vol 2 #50 (Feb 1984)

Superheroes who are launched in their own titles often have lots of big gun super hero guest stars in their opening issues. Often their earlier appearances in team up books also shown them to have teamed up with the likes of Superman or Batman.
It's no different for Super villains. The Secret Society had lots of guest starring super heroes as well as Darkseid. The Joker had the Bat Family. It's no different for Nylor who goes to the top of the villain tree for a guest star: Lex Luthor!

Oh sure, you be a time travelling, tech oriented master thief, who can name drop the biggest of villains. But, as Biron says, you can never have too many arrows in your quiver. That's why Nylor Truggs has super powers! They are natural powers too! Does this make him the likely villain in a Guardians of the Galaxy/Legion crossover, guest starring the X-Men?
