What's weird is that that particular tidbit implies that the U.P. no longer exists, while another one says that the U.P. council has ordered the evacuation of Planet Gotham.

The U.P. evacuates Gotham, then later breaks up. Don't know if Brainiac 7 is a mistake/typo or part of the rumoured story. The idea that Tasmia wouldn't want the Legion to reform fits in with Blok's comment that she wasn't fighting. Maybe she's an agent of Mordru, darkness and all that shadowy stuff. Holy Cats of Egypt!

The UP that Brande was part of is indeed the United Planets. The UP that orders the evacuation of Gotham is the United Penguins, a successor/ splinter organisation run by Cobblepot V.
