But whatever happened to the Jury of Villains? Mordru outsourced his villain requirements to them, selecting some to become his Devil's Jury (ADV 370, 1968). They even refer to themselves as a Legion in My Greatest Adventure! "...not having to believe in a thing to be interested in it and not having to explain a thing to appreciate the wonder of it."
