Gotta go with Supes' underweaer flash on this one. That shark just looks too happy going for Lois' crotch, and the boat should be unbalanced the ways Supes is holding it, unless the motor is made of plastic.

Lois for me. The art on the water effects is better; Superman's swooping is better (he's come from the water in the other cover); there's a boat and a damsel in distress. Cramer has already mentioned pervy shark. The other one looks to have been fired from a Shark Launcher by Ocean Master, rather than hunting.

The Action cover is one of about 20 Jaws posters rip-offs that were everywhere in the mid-70's, while the Lois one actually leaves you wondering what's going to happen, and feature the shark coming towards Lois, and the readers!

The Black Lightning cover is typical 70's mediocre superhero stuff, with a white guy calling Black Lightning "black dude" (which in 1976 was probably quite complimentary!). Meanwhile the Lois cover is batshit insane yet charming because Uncle Mort probably wanted the youth of America to learn something. Which they probably did.
