Female hero most viable to headline a movie?

Viable being the operative term. Let's forget Wonder Woman because she's been the most obvious choice, yet movie people keep saying it's difficult to get her right. Let's also forget Black Widow because she's been in a bunch of movies already. I'm wondering which hero - without the benefit of starting off in another movie would be the least difficult to headline her own standalone film, right off the bat?
Raven -- a concept not beholden to a male counterpart, it could have a more modest budget, and capture a bit of the Twilight crowd if the focus is more on the supernatural rather than super heroics. She also has a compelling backstory that's not just "hero gains powers - fights evil." There's also a fanbase from the cartoons.
Captain Marvel -- If Carol Danver's origin could be more closely tied to the initial Kree invasion and Captain Mar-Vell were just a Kree warrior who sided with earth (and pays the ultimate price) and not a hero who went by "Captain Marvel" I could see them having a condensed version of her origin folded into his. (Mar-vell fans might not be happy but...)

Perhaps Storm .. it could be updated a bit ... Her father's career as a journalist could make for an interesting setting back and forth between Africa ... I would make Storm a bit older during this though so we can see her survive on the streets as a teenager and eventually flee to rural Africa ... not sure how to play the goddess thing but ... she could be involved in a story that brings her to New York for the final face off with ... I dont know, she dosn't really have ex X-Men rivals of her own. Maybe Doom or the Shadow King. Shadow King could be a bit cool, with the hounds being physical antagonists and the struggle with Shadow King himself would help to provide Storm with character building and definition. 1. Intro - Teenish Ororo and her parents in Harlem ... she is shown as a bit street savy despite her parents professional class. 2. Later, they go to Africa for her father's work. Her parents die in a bombing or rocket attack. Storm survives, due to her emerging powers ... which are undependable. she has to survive on the streets stealing. she meets a thief guardian maybe. 3. she finally flees to a rural area, where the locals of the tribe whisper that she is a goddess. also she begins to here rumors of a "shadow king". 4. she finally makes it back to NYC but ... shadow king and his hounds have followed her, but this Storm is a bit tougher and dispatches the hounds ... and when Shadow King tries to take her over ... she resists and her full power finally emerges as she mentally fends off the Shadow King. <would be very hollywood if somehow the Shadow King was after her all along and was responsible for her parent's deaths> Anyway, it is a mix of her origin and the story where she was regressed as a child and Shadow King was after her, and the first appearance of Gambit. The title Storm could refer to the film in a lot of ways thematically. Maybe some cameos would help, a chance and momentary meeting with a young Black Panther in Africa. Same possibly with Wolverine. I would try to sell it as a thriller rather than sci fi, classic woman persued by predator or conspiracy thriller ... maybe her dad was on to a scandal with a politician who was possessed by the shadow king. a dirty weapons deal in africa. etc. I dunno

And she's been in movies before ... which people get annoyed because she has had so little to do in the films ... and she's getting her own comic toot sweet!
I see the film could go through the eras of storm as well ... long haired ororo ... then when she gets stranded in Africa she gets all punk and tough ... and then back in NYC to kick some Shadow King butt!

I'd go with Jessica Drew.
she's had her own comic. she has a cool story, she's a detective and her main nemesis could be hydra which is tied to her origin.
plus a few hydra enhanced super vilains could make for cool combatants or Viper ... Madame Hydra ... Other Spider Women
I think this could be two or three films actually.
a) Spider Woman: Daughter of Hydra
b) Spider Woman: Battle of the Spider Women. The other Spider Women make cameos and come into conflict with Jessica, surely one or two are evil and require Jessica defeating them.
c) Spider Woman verus the Avengers. This underground hero with ties to Hydra, maybe is trying to wrestle control of Hydra, and she comes into conflict with some Avengers (and Thing?) and of course joins them in the end. to overthrow Hydra.
( but Wolverine already used Viper. )

I think that any female superheroes getting an appropriate treatment in a live-action is problematic.
Look at the massive fails of Supergirl, Tomb Raider, Electra, Catwoman, Tank Girl.
Heck, look at the Buffy the Vampire Slayer movie vs. the TV series.
And it is all a matter of treatment. Scripting, directing, incompetence.
However, I would say that a Zatanna movie would have tremendous possibilities. Excellent location: Shadowcrest Manor is San Francisco. Mysterious relationship with her dead / missing father. Interesting supporting cast available from the entire DC magical universe. Etrigan, John Constantine, Circe. Zatanna already has some familiarity with die-hard Smallville fans. I would prefer a somewhat older Zatanna—say, Keira Knightley, for example, or Mia Wasikowska—but there are so many ways to go with this.
Next time we have a DC/Marvel crossover, I want it to take place in the Hostessverse

On the other hand, if Joss Whedon would do it, we could see a successful 21st-century remake of Nyoka the Jungle Girl.

Zatanna is a good idea! Hell I'd like to see some companion movies ... like Wasp and Ant Man ... could be a bit funny as they did with Guardians of the Galaxy ... and then put them in the next Avengers movie. But super hero films seem firmly stuck in the action genre ... and formula. It's like a pg13 disney thrill ride ... but many comics that are successful now are thrillers or comedic with only a touch of action. They need to burst out of the genre pen. Anyway, a Hawkman and Hawkwoman film would be seen by me. Also, FYI ... I flipped through the Storm book on the shelves today ... and it looked really boring ... art was not bad ... but the story was just Storm taking on some guerilla war lords in Africa ... can't Storm get a super villain or a long term mystery to deal with. this seemed like a one shot.

Spider Woman had a stop motion comic ... does that count as a film .. ? Dazzler might do ok?!!! with the original idea, now that the x mutants have been introduced ... but the film would take an actress with chops since it is more about her career being ruined but ... Dazzler had a small rogues gallery a few allies ... could have a She Hulk guest star cameo .... and she had her own stalker ... then at the end she sees an ad for xaviers school for gifted youngsters. hint hint.

An X-Force road trip film would be cool too. Ala back when Moonstar, Warpath Warlock Sunspot and Boom Boom went on a road trip after ditching Cable ... could be the first New Mutant film.

Is it just me, or is it rare for a female hero to have a decent rogue's gallery? She-Hulk has had numerous series, but who's her arch nemesis? Does Captain Marvel even have any rogues? (aside from Rogue, but she's a hero lately and she and Mystique are another movie studio) Dazzler had a long-running series, but do any of her enemies really stand out?
Wonder Woman's the only one I can think of that has an actual "gellery" of enemies. (Spider-Girl might, but good luck getting that movie made...)
