The last two could be used again. Animal Lad was the curator of some sort of animal reserve or park, a Legion procured job, right? And Quake Kid could be used as a seriously powered Legion opponent.

I'm actually a bit surprised The Mess wasn't upgraded yo a full-blown Elysion-style earth controller.
Animal Lad, of course, was incorruptible, and thus wouldn't have fit in with the JLE.
And Quake Kid is an established alien lover.

Quake Kid would never betray his alien-freaky-deakiness by joining the JLE!
Doing so goes against the proposed 'Quake Kid' series in which we never actually see him, but each issue focuses instead on an alien babe he has loved and what THEIR story is! It was going to be very artsy, very Vertigo-ey hoity-toity... of space, but then I didn't know who to send the proposal to.

Maybe Lester was secretly funding the whole xenophobia thing. I mean, there was that mysterious, yet surprisingly authentic crystal tablet-thingie that was never really explained... Meyer says he has the power to attract "...dirt", but what it looks like from the illustration is that he is surrounded by flies, banana peels, and odiferous what-have-you, much of which is clinging to him. It looks like what he really attracts is, well, I would charitably call it garbage, but it could be even worse. Of course, it is possible his powers have matured with time, so that he is now some sort of negentropic organic recycler.
Next time we have a DC/Marvel crossover, I want it to take place in the Hostessverse

The Mess and Polecat could have been recruited for crowd control, or for harassing citizens sympathetic to aliens.
