Lo3W didn't make much sense. Half of the Legionnaires present could have handled Prime, with their various powers, and half of the LSV members should be able to butcher multiple Legionnaires with little effort. (Neutrax, for example, doesn't have to turn off powers with his gaze, he could have just flat out killed Jacques instantly, by 'neutralizing his brainwaves,' which is how he killed people in the past.)
Such tactics, much like any effective use of the Persuader or Mano, tends to be un-dramatic, since many of the Legion villains, particularly those with words like 'Fatal' and 'Assassins' in their team names, are quite capable of killing a Legionnaire as readily as they can inflict a non-fatal injury on them.
And so the villains flit around, using their powers ineffectively, 'stunning' and 'hurting' people who are all-but defenseless against them, while the Legionnaires, some of whom could wipe out half the enemy team with a single action (Wildfire, Mon-El and Element Lad being three such examples), similarly hold back or get sidelined or don't show up for the battle.
It's comic books, and so I've gotten used to super-people giving the appearance of not really trying, or giving their powers any thought, but it would be nice to see a writer show the Legionnaires (and some of their villains) actually *try* every now and then.
