What other DC/WildStorm/Milestone planets have races with powers that could produce Legionnaires or Academy students? The ones i can think of...

Acuria - The Daemonite Helspont who is facing Superman in current issues of his comic possesses an controls an Acurian body which grants him superhuman strength, speed, energy blasts and powerful telekinetic abilities.

Alstair - Human/plant hybrids with the ability to control all plant life.

Aurakles Dimension - Not a planet but the race of Aurakles have crossed over one possessed the body of the hero known as Halo. Others have crossed over as well. A genderless sphere of energy that can use various color based energy beams for different effects. They are also able to posses and control other people.

Bummb'l - All inhabitants have the same abilities as those of Bouncing Boy.

Daemon - The race has the ability to possess and control host bodies.

Laroo - The race has magnetic abilities. One fourth of Ultra the Multi-Alien's body is composed of one of these beings.

Raagan - A race of energy beings that can project blasts of energy. One fourth of Ultra the Multi-Alien's body is composed of one of these beings.

Rhoon - Half of the planet are elemental sorcerers which allows them to master one of the four elements earth, fire, wind and water.

Stoneworld - Sister planet to Dryad with Silicon-based lifeforms similar to Blok.

Tamaran - Solar absorption which allows flight as well as tactile language absorption.

Trago - Bird-like aliens with the power of flight. One fourth of Ultra the Multi-Alien's body is composed of one of these beings.

Ulla - Enhanced strength and limited invulnerability. One fourth of Ultra the Multi-Alien's body is composed of one of these beings.

Silvan was a world in the Postboot where all the creatures could produce intense heat and light. They could fly and shrink their size to 'Tinkerbell' height.

While its inhabitants don't naturally have superpowers, I'm surprised we still don't have a Legionnaire from Lallor or the Dominion/Elia yet (with how many experiments the latter do).

A Martian (or Saturnian) Legionnaire could be cool.

In addition to the Tamaraneans, the Vegan system also has the Changralyns (Broot), Karnans (Tigorr), Warlords of Okaara, Gordanians, Emana Branx, Psions, Euphorians, Roguians, etc.

A Thanagarian priest-mystic, who uses Nth metal as a focus for his spellcasting, could be a funky twist on an old classic DC alien race.

Quite a few races, like the Dominators, like to tweak with meta-genes for their own purposes, such as the Xenobrood, Competalians, H'San Natal, Murrans, etc. resulting in there potentially being many different types of powered representatives from their worlds.

The Orinacas or Duomalians, from the 'Mirror-Verse,' could produce an interesting Legionnaire, if their champion retained some sort of mirror-verse-related powers (travel through reflective surfaces, reflect attacks, etc.).

A Tamaranean Legionnaire would be wicked!!

Also, a crazy idea might be a sentient planet a la Mogo from the Green Lantern Corps...could be an interesting way to give this Legion their own 'Legion World'. Surely if Mogo could be sentient, there must be other sentient worlds out there somewhere right?

The Appellaxians (who were part of the first JLA origin story) have multiple meta-beings.
