FC, I was thinking along exactly the same lines re: gangs thinking completely differently from the Legionnaires.
One thing I hope to high heaven is that Paul can recompress comic storytelling a bit. He was SO good at doing multiple storylines in the same issue. I hope he hasn't lost that form. The Legion is simply TOO big for the decompressed storytelling that might suit Batman or even JSA.
...but you don't have a moment where you're sitting there staring at a table full of twenty-five characters with little name signs that say, "Hi, my superpower is confusing you!"

An established group with a corporate facade, who also will help people break the law would take things right out of the headlines.
The Legion gets involved undercover, the Espionage Squad, to break the slavetrade, maybe in Kundian women.
That could bring in the Kunds on a different level than before, especially if some want to stop the slaving and others want to cash in on it.
Another possiblility might be the kidnapping of children to make up a world's military fodder.
The Legion could be the new Law and Order of comics. (Hey! It's just an idea!)

Instead of Starfinger returning, I'd like to see Starlight and Starbright (the light entities 'summoned' from the ring) return, as free-willed light-powered villains leading their own organization. The ring might not be seen until the very end, when the villains are beaten, and their bodies dissolve into light and return to their shadow-shrouded summoner, who has been masterminding things from behind the scenes.
Various other villains make sense to go it alone, and form their own enterprises, and I could see The Persuader taking over various Rimborian criminal gangs and welding them into a super-syndicate that runs from smuggling to extortion to assassination-for-hire to space piracy!
A Khundish cyborg strike team specifically customized to deal with the Legionnaires (shielded / insulated against electricity, magnetism, telepathy, etc. and with weapons designed to use blinding lights and disorienting sounds to affect intangible, force fielded or otherwise 'invulnerable' targets) could be interesting. As an added snap, they might not be specifically intended to be 'Legion killers,' but be sent into UP space to perform a specific raid / assassination, and merely intended to keep the Legionnaires off-balance while they accomplish their mission!

A Legion of Super Villainesses which includes Emerald Empress, Beauty Blaze, Silver Slasher, Esper Lass, Saturn Queen, Charma (with Esper Lass & Saturn Queen blocking the hate reaction of her teammates), and perhaps a few other femme fatales all being controlled by the mysterious "Dark Lady" (aka Mysa having succumbed to the dark magic she absorbed in defeating Mordru)

Stargrave would be especially interesting because we know him as the Coluan Tyrants, now.
I'd like to combine him with Starfinger (i.e., he has the ring, having stolen it from the original) and using him with Starlight and Starbright. Perhaps joining him with Set's scenerio of the two girls heading a syndicate.
I'd love a all girl group, too, just not with Mysa as the ringleader. I'm tired of the 'Legionnaires gone bad' idea. And I really want Mysa to overcome her current problems, rather than succumbing to them.
I'd want Grimbor and Charma out of their S&M outfits if they were used today.

Emerald Empress and Saturn Queen, IMO, are a little too 'top-tier' to be in this sort of group... Perhaps even a few from another continuity, such as a revamped Sharn Nux (with an 'intrusion suit' that gives her stealth abilities and touch-range machine-control abilities). It's certainly been long enough that we could stand to see a naughty Coluan ne'er-do-well! Dusting off some of Dave Cockrum's unused characters, such as the vampire-looking chick (whom I've always pictured as being another of Brin's dad's experiments, only using a bit less wolfy DNA and a bit more bat DNA, and call Nocturne, in my head) could be neat.

Somewhere here, Nightcrawler has a link to his Cockrum tribute and she's featured there with the rest of his 'Strangers' and I think, has a different name and a description of her powers. Tyr and Manta were a part of that group, including the original Wolverine. I wish DC would use some of those old characters. I think Dave's estate owns most of them and it would be nice for his family to get some residuals. But, DC has had so many problems with their characters that are owned by estates that they probably won't do it. darn

Legion protects reality, the UP as a political entity and it's citizens. Therefore there should be a good distribution between cosmic menaces (the Trapper being the prime example), "foreign" menaces (such the Khunds, the Dominators, their spies and military strikeforces) and "home" foes (common criminals as Starfinger, evil scientists as Dr Regulus, corrupt businessmen as McCauley, political extremists as the earth supremacists and problematic family members). The ratio I would use would be 1-2-4, respectively.
The optimist proclaims that we live in the best of all possible worlds; and the pessimist fears that this is true.
