I would say Lazon would be the Cyclops counterpart. Living light vs optic beams.
But who would Titania be a counterpart of? Phoenix?

Wikipedia is wrong. When Dave Cockrum created the Imperial Guard (by himself), the idea was that Paul Levitz would do something similar in the Legion. It didn't happen. Gerry Conway was a different writer that wrote the book years later. If he was basing them on the X-Men, he certainly didn't follow any one-to-one analogues.
The LSA were just another group of villains for the Legion to fight because the Legion was a group itself. Everytime the Legion took on a single foe, it violated a sense of fairness in that it was many vs. one, therefore it was natural to create multiple villains to face multiple heroes.
I've interviewed both Dave Cockrum and Gerry Conway on their Legion work, and it's in print for the whole world to see. There's nothing there; it's just Wikipedia being wrong again.

On a side note I do think the Legionverse would be a great place for DC to do homages of Marvel characters, as they could have alien versions of them.
