According to the Grand Comic Book Datatbase the L.E.G.I.O.N. 89 cover is Maguire with inks by Milgrom.

Tales is the only one where Dirk is using his power, but I just don't like it. #296 is really good, but is ruined for me by the floating heads. It makes it seem like the picture is cut off. #28 doesn't do anything for me.
My vote goes for #17. I find it simple and clean and conveys a feeling of purpose.
