Well?
He would have made a kick ass leader and put that whiny Cosmic Boy in line
Perry White: Cosmic Boy! Go fight those space robots! Cosmic Boy: Sure thing Chief! Perry White: And don't call me chief! Punk-ass kid!
Seriously, did Perry White ever even meet the legion?

Bah! Who ever heard of a fat old Legionnaire? outside of the Adult legion tale, of course, where they were all old and fat. AND bald.

Did Perry White ever even meet any of the legionnaires?
He and Marla could have compared techniques for yelling at subordinates.

Great Ferro Lad's Ghost!
Why not just make Chief Parker an honorary member? At least he had some law enforcement experience.

While we're on the subject, if Pete Ross can get an honorary membership for keeping Superboy's secret identity a secret why didn't Ma and Pa Kent get one for the same reason?

While we're at it, why not include Jim Gordon, Alfred and that old lady doctor who kept Batman's identity secret? It would be a Legion of Aging Secret-Keepers. One or the other attribute would qualify for membership.

Don't forget Iris West Allen, for helping to blow the lid off the Dominators! all it cost her was her kids and her planet.
The childhood friend Exnihil never had.

Gosh, so many of Clarks other pals (Jimmy, Pete, Lana) became honorary Legionnaires, Perry and Lois must feel left out!

The problem is, he didn't have any powers, and he never saved Superboy or other Legionnaires.
Maybe he could apply for honorary membership in the Legion of Hot Parents, if cigar-smoking may be considered hot in the 30th/31st centuries.

Wasn't Perry once a supervillain named Blackrock or something (or, at least, one of multiple people to get possessed by that rock)? Or am I sniffing too much space-glue, again?

Perry did have super-powers from a set of super-cigars, on at least two occasions.

30th century cub reporter Iris West was trained by Perry White.
The uprising against the Dominators was due to a media blitz from the office of Perry White.
The Adult Legion are overweight, hair lost pipe smokers in tribute to Perry White.
The Daily United Planets was what the Legion depended on for missions before they got the mission monitor board. Perry shaped their career paths through that.
Perry put up with Olsen never getting it right, because he knew how important he'd become as Elastic Lad.
The finale of the untold Mordru story showed his attack on Earth beaten back by Great Caesar's Ghost, the spirit of the Daily Planet building.
Chief Lad and Julie Lad are the mercantile powers behind R J Brande. You don't think Brande really started from nowhere do you?
