I was flipping through my trade of the Great Darkness Saga and this panel from LoSH 291 struck me as being a little bit...odd. The poor Science Police dude appears to be quite...well equipped. Thoughts?

I think he was supposed to be from Tomar Re's race. Tomar Re being from SIlver Age Green Lantern.
