Current Legion Shadow Lass should be on par with Val - she pretty much keeps up with him in a fight. If Dream Girl were still corporeal, she could certainly defeat him with that technique she demonstrated on Naltor.
Of the original group, Timber Wolf probably - he'd certainly be a match in acrobatic ability.

Given the amount of experience he has, I'm not sure I'd be comfortable with any Legionnaire other than Val challenging Batman in a non-super-powered fistfight. Val has the advantage of training since he was a toddler in martial arts that haven't even been invented yet. Assuming that Batman doesn't cheat (which would be like assuming that the next Pope is Hindu...), Val should hand him his lunch.
Sure, Mon-El could toss Bats into the sun or something, but in a non-powered fight, I'd expect him to hand Shadow Lass or Timber Wolf a spanking. (Timber Wolf, on the other hand, can't not use his powers, so there wouldn't likely be a non-powered fight between TW and Bats.) Other Legionnaires, with powers, but no special hand-to-hand skills might actually get their butts handed to them even *with* their powers. Their Flight Rings suddenly become a strong asset, particularly if they have a ranged attack. I would not be surprised to see Batman pull out an upset against someone with great power, but not reknowned for their skill, like Ultra Boy or Colossal Boy.
Dream Girl, the WaK version, might prove to be a frustrating fight for him, but her precognition, at a certain point, becomes limited by her ability to deal with what she sees coming. If he's significantly stronger than her (which he should be) and significantly better a fighter (which, again, he should be), her ability to look into the future and see how badly he's going to kick her butt might end up being a discouraging liability to her. It's one thing to be blocking someone before they strike, but if they are hitting hard enough to break your arm, you just get to experience the fun of arm-breakage twice, once when you foresee it, and again when it happens...
I think it's important to try and portray all of the characters respectfully. Having Shadow Lass, who spent a month sparring with Karate Kid, able to match Batman's decades of experience, seems a bit much.
A Brainiac 5 vs. Batman fight would be a riot.

Without using their powers? None except Val I think. I don't think any of them are level 12. T-Wolf, Shadow Lass come to mind but I don't think so. Old Triad had her trijitsu.

Actually, Tenzil was described as being a pretty decent hand to hand combatant by the Bierbaums as I recall, though we never really got to see it.
Most of the Legionnaires who are good hand to hand combatants, however, are geared towards combining their combat skills with their powers in some way. So Lu is a awesome fighter, but I think if we prohibit her from triplicating, she's not going to be very impressive.
The only one that I think might stand a chance without powers is Shadow Lass.

In hand-to-hand, I would think Nura with her foresight and Trip with trijitsu would give Bats the most trouble (maybe Tinya if she could phase back and forth different body parts fast enough). I don't think anyone other than Val could beat him though.

I like that KK is depicted as being the better "fighter" than Bat's, even the best, but unless there's a martial art specializing in cheating, Batman would win any serious competition between the two. That's why he's Batman.

Other than Val... I don't even think Lu with tri-jitsu would win, but she'd put up a tough challenge.
Shakari did well against the hard-light simulation Batman, but her ability to see others' moves in combat before they make them never seemed to translate in other fights, so I suspect that was part of the animation aspect of the fake but otherwise realistic Batman.
Threeboot Nura, if she wasn't dead. Dream Boy hasn't yet shown the same level of fighting, and earlier Nuras didn't match Threeboot level either.
I'd bet Batman could even take Timber Wolf, actually. Batman has a way of using one's powers against them - who else would you send up against Superman?
Ditto Block - Batman's prevailed against Blockbuster and Solomon Grundy; Blok can be a little tougher but not very fast.
