I could swear I have seen Coluans with beards, but why is it that whenever brainy goes completely bananas he lets his hair grow long, but for some reason he never forgets to shave.

Maybe some Coluan dudes just don't grow facial hair. Perhaps Querl is 1/64th Cherokee or something...
We've seen five-o-clock shadow on Brin, Jo, Garth and Dirk (and a full beard on Thom), but most of the other Legion men seem to remain clean-shaven no matter how long they spend trapped in another dimension or whatever.
I suspect 30th century (reversible) electrolysis, and not just for the faces, but for all those ladies (and gentlemen) with their smooth legs as well.
