Quis has it. I thought someone might get it once the R's were placed. Niven is one of my favourite authors although I think he generally does better either in short stories or in collaborations. "The Mote in God's Eye" with Jerry Pournelle is one of the best first contact books ever written IMO. The "Fleet of Worlds" series with Edward M. Lerner is a terrific dive into Puppeteer society and a great yarn, taking the more out-there concepts that Niven creates and turnign them into a fascinating look at an alien society.

Yes the first name with the double Rs was the clue that gave it to me.
