I've been thinking about the DC characters that have either ben forgotten or are just no longer part of the continuity. And walking home from the subway, I thought about them as a DC version of the Exiles.
Who I would have:
Firebrand Danette Reilly Cyclone Maxine Hunkle Northwing Starman Will Payton Red Tornado The clunky silent one from Primal Force Joker from Earth-3

Just for the fun of it, attempting to recreate the Marvel Exiles with DC characters who fill similar roles or fit thematically;
Someone from the Charlton group - perhaps Plastic Man, taking Morph's role
Someone from Quality comics - Firebrand (Danette) would be a good choice, and take on Sunfire's role (technically, she's a post-Quality replacement, but good enough)
Someone who is a villain in the mainstream universe, which is a perfect fit for someone from Earth 3. A heroic Earth 3 version of Amazo would be a perfect match for Mimic.
Nocturne is another world descendent of two heroes who would probably never hook up in the mainline continuity. A child of Zatanna and the Blue Devil could be an interesting riff on that.
Blink represents a character from the mainline continuity that died long before she really made a splash, in that continuity. An alternate world version of Kole or Gypsy might fit here.
Thunderbird also represents a version of a hero who died early and someone like Steel, Amazing Man or Aqualad/Tempest could fit here.
