Donna could be the sidekick of the Amazon Bat! The translation of bat in Greek is Rapolo, which isn't bad. There's a myth about the daughters of Minyade who refused to join Dionysius in his revels and were turned into bats and owls as punishment. Alkathoe (translated as Swift Strength), Arsinoe (Raising Mind) and Leukippe (White Horse) were their names. Arsinoe the Minyade could be the Batman Inc. agent and Donna could be Alkathoe. Arsinoe rides a white horse named Leukippe, while Donna somehow or other gains the power to fly.
Donna and her mentor could mimic the legend by refusing to take part in or even sanction the recently revealed Amazon mating murder ritual.
Her teaming up with an adopted son/slave of Hephasteus would be cool.
Maybe the Atlantean agent would use the Rapolo name? Garth would be his sidekick... Minnow?
Wally would be the apprentice for the Keystone City Bat, who chiefly is involved in union disputes or criminal infiltrations/alien manipulations/secret organization subversions of the unions.
The sidekicks meet on a Batman Inc case and form an instant bond. They become a support system for each other as they work missions that fall in the cracks, often helping young people affected by the actions of their mentors.
The American Indian 'Robin', Little Raven/Raven Red could take the place of Speedy. Only he'd actually ride a buffalo named Speedy.
Arsinoe and Rapolo are either killed or are missing, while the Keystone Bat goes into politics. Donna takes the name Athene Noctua (Athena's Owl- sort of... it seems that owl often seen on the goddess's shoulder never had a name, but was meant to suggest that Athena could take the form of an owl... which could open up a whole new mystery for Donna... I just want DC uo have a nonvillainous owl character... which would now make Batman's eyes twitch every time Dick took off to adventure with Sidekicks, Inc in their new identities) Garth discovers his heritage and becomes the mysticalish Tempest, and Wally becomes this Earth's Jay Garrick- granted super-speed by Hermes, who Wally encounters while aiding Donna on a quest.
Wally eventually teams up with Flash, but keeps his own identity as Kid Hermes. Or something.

What they should have done is had Barry die heroically at the end of Year One, and a started-out-slightly-older Wally be the current Flash. Bit late now to fix this mess.
