Okay, clearly no-one's going to get the full thing (and shame on you all for not having read Simonson's Orion !), so I'll give it to CMK for getting the character. The answer was "Mr Miracle (Scott Free), who was immune to the ALE because he possessed it himself" (there were extra frills, including a Darkseid/Metron Black Racer robot that Scott used the costume and one-way Boom Tube generator from, but that was the key point).
