You should have seen me scouring my comic collection to remember all three of these names. One, of course, I knew right away; a second one I happened to know where to find it, but the third had me flipping through this and scrolling through that, until I finally realized exactly where it had to be. No, but you're on the right track in this sense: the thing that qualifies Jo to be on this list is one of the best-known, longest-standing facts about Ultra Boy. There's nothing subtle or tricky about this question; it's very straightforward and simple. (Edited for clarity.)

Kent S. is correct. All three have been Phantom Girl's boyfriends: Ultra Boy, obviously; Jarel, as shown in that Dave Gibbons-drawn backup story early in the threeboot; Rax as mentioned in passing in the Themyscira issue of LSH31C.

All are Golden-Age comics characters who share their names with real people? I remember the very first Superman story had a character named Jack Kennedy in it. Ted Knight, of course is both Starman and Ted Baxter. I'm not sure about Wes.
