Brian Keith was Hardcastle in the show "Hardcastle & McCormick" "19" was a hit for Paul Hardcastle.
I had to look up Geoffrey Palmer, but he played Lionel Hardcastle in "as Time Goes By".

Chaim is correct. Although I am not sure about the cigar part. All have been seen smoking.
Jay Garrick in his first appearance is having a cigarette break when the accident that made him Flash occurred (and kind of caused it too)
Bruce Wayne was seen smoking a pipe, mulling how to fulfill his vow to his dead parents when the bat burst through his window. I also saw another Golden Age story set on a ship where Bruce goes on deck for a smoke (cigarette) and stumbles into the mystery of the story.
And of course Perry White smoked lots of cigars over the years.
