To summarize:
This character is male, humanoid in appearance, with (I'm fairly certain) dark hair and no porn-stache. He has never been a member of the LSH. He is not a villain, a relative of a Legionnaire, or a government/political/religious figure. He wears no headgear of any kind, but there may be an association of the character with headgear.
He has powers beyond those of a normal human. He shares a homeworld with a Legionnaire.
He has never met Magnetic Kid, Tellus, Quislet, Chameleon Girl, Blok, or Dawnstar.
He appears preboot, but not in the Adventure Era, v2 (under any title), v3, v4, or a Legion-related mini-series. He does not appear postboot or in the Legion cartoon. He has appeared in multiple issues, but only one story. He did not die. He is not involved in the origin of a Legionnaire, but reference to the origin of at least one Legionnaire plays a role in the story in which he is featured.
