He did appear postboot, including before the Team 20/30 split, but isn't exclusively a postboot character. He can't fly unaided, and does not have powers beyond that of a normal human. He is presumably older than the average Legionnaire, and is not related to any of them (though there may be a quibble there). He does not have white hair, and to my knowledge, does not play a role in the origin of any hero or villain. He's not Leland McCauley or Derek Morgna.
