Oh that's how they do it here now.
The powers that be around here once made the mistake of warning someone ahead of time that they were running for Legion World Leader and it took the entire security staff to get them back into their cell. Now we elect first, bind the winner tightly so they can't run, then tell them they're in charge. There's less whimpering that way.
