A singer called Ren Harvieu. The screencaps are from a mini-concert of Bond songs the BBC broadcast a couple of weeks ago, where she sang "Nobody Does It Better" and "You Only Live Twice".

(The dress looks less like Troia's costume in wide shots - it's just the upper chest that's properly sparkly, you can see a bit of what the rest looks like at the base of the left screenshot - but the fact that her hair, build and face, as well as the front of her dress in close-up, all resembled Donna struck me when I watched it).
